Rourke Weaver – Interim Executive Director
Rourke found his love for recovery early in his journey and for the last 15 yeas he as worked in the treatment, Recovery and Recovery Support Services arena, engaging in the discussion around Substance Use Disorder (SUD). Crafting legislation and organizing stakeholders for better regulation, support and funding across the Continuum, Rourke believes strongly in the power of what we can do together. He has held positions as the Attorney General Appointed Co-Chair of the Recover Workgroup, Colorado Professional Liaison Association – Leadership Committee, Behavioral Health Planning & Advisory Committee (Recovery Workgroup Chair) and member of the Colorado Providers Association. He has been a guest speaker at the Colorado Legislature, Winter Symposium, SAMHSA Region 8 and Washington D.C. at the White House.
In the time Rourke has worked in the field, he has held positions throughout the continuum. Getting his start at The Phoenix, where he spent eight years supporting the growth of what is now one of the largest Recovery Community Organizations globally. Realizing a Passion for advocacy but lacking knowledge in the continuum, he spent the next six years working leadership roles in treatment, founding a peer-based residential center, building outdoor programs, and running Sober living. In 2019, Rourke drafted a bill that would define ethical guidelines across the continuum and established CARR as the regulatory agency for Sober Living. Maintaining a small caseload with Recovery Coaching Rourke continues to have a deep passion for programming and working with those in, or seeking, Recovery.
In his free time, Rourke is an avid practitioner of Brazilian Jiu-jitsu, has a deep love of the outdoors, and enjoys time with his wonderful family, partner, and the community that has made his recovery so vibrant.
Karis Shockley – Director of Implementation Strategies
Karis is a dedicated professional with a strong background in both education and recovery services. She is responsible for creating, implementing, and teaching software programming to recovery residences and related businesses. Karis holds an undergraduate degree in Speech-Language Pathology from the University of Colorado Boulder and a Master’s degree in Education from the University of Colorado Denver.
Karis began her journey in the recovery field in 2019, where she opened and successfully operated 13 recovery residences over four years. Her extensive experience and passion for the sober living community make her a valuable asset to the CARR staff. Karis is committed to leveraging her educational expertise and industry knowledge to support and enhance the recovery community.
In her free time, Karis enjoys spending quality moments with her son, Jakson, and continues to find ways to give back to the recovery community.
Taylor Wright – Director of Certifications
Taylor Wright is originally from Kerrville, TX. He relocated to Colorado in 2016 and immediately became involved in the recovery community, replication of recovery residences, and aiding individuals in recovery who need access to resources and support.
Taylor began his career in recovery housing immediately upon moving to Colorado in 2016. Since that time, he has supported The Oxford House network of recovery residences in Colorado, serving in a professional capacity as the state coordinator for the outreach team and supporting all statewide efforts related to Oxford House. Additionally, he has assisted in the expansion of the organization and network to Arizona, Nevada, and Utah. Taylor has been heavily involved in anti-stigma campaigning related to drug abuse and was a founding spokesperson of The Lift the Label Campaign in Colorado. He has been invited as a guest speaker on numerous occasions by nationally recognized organizations to speak on recovery, stigma, and recovery housing.
Taylor is a devoted father to his daughter and enjoys spending most of his personal or free time with her. He is heavily involved in his church and faith. Taylor is very family-oriented and enjoys trips to Texas to see his relatives. He is also an avid outdoorsman who enjoys hiking, camping, snowboarding, swimming, hunting, fishing, and many other outdoor activities.
Kevin Fox – Inspection and Certification Director
Kevin is responsible for inspections, certifications and assisting grievance investigations for CARR. Although he spends a lot of time behind the wheel traveling the urban and rural areas of Colorado, he enjoys getting to know and learning how to better support the dedicated and passionate recovery residence owners & operators who are making real differences in the lives of people living in both amazing and challenging locations throughout the state.
Christi Romig – Director of Administration
Christi Romig serves as the Director of Administration for the Colorado Agency for Recovery Residences (CARR), the state’s regulatory body overseeing recovery residences. With extensive experience in healthcare administration and a deep commitment to the recovery community, Christi plays a vital role in supporting CARR’s mission to ensure the safety, quality, and accountability of recovery residences throughout Colorado.
Prior to joining CARR, Christi held leadership roles in nursing, including Director of Nursing and Charge Nurse positions, which provided a solid foundation in operational management, team coordination, and patient care. Christi’s involvement in recovery efforts dates back to 2001, giving her a unique perspective on the challenges and needs of individuals in recovery.
Christi oversees a range of administrative duties that are essential to the certification and regulatory process for recovery residences at CARR. This includes managing the certification process for sober living homes, handling billing, preparing expense reports, and developing communications such as newsletters, social media updates, and email campaigns to engage stakeholders and inform the public. She also provides key support to the CARR team by creating presentations, documents, and other resources to aid staff, coordinating travel arrangements, and ensuring that all communications are directed to the appropriate personnel.
A skilled multitasker, Christi is responsible for data entry, handling grievances, and maintaining efficient office operations to ensure CARR runs smoothly. She is dedicated to enhancing the agency’s services and ensuring that recovery residences uphold the highest standards of care and support for individuals in recovery.
Sean Vanger – Director of Expansion
Sean has a love for hospitality, his ability to create moments or set the experience so people can reach their potential. He worked passionately in the hotelier community since 1999 having the opportunity to manage some of world class hotel brands such as Marriott, Westin, Starwood Hotels & Resorts, Extended Stay, and Choice hotels.
Sean brings strong communication skills, creativity, and a keen eye for detail to the industry. His background includes years of experience managing social media campaigns, organizing promotional events, and collaborating with cross-functional teams to develop compelling revenue, strategies. Sean is always excited to brainstorm new ideas, and see them come to life, driving engagement, safety and brand awareness.
Sean’s real passion for his life today is being part of the growing lives of others, the miracle making business of recovery. He has been given the gift to participate in the communities of recovery. Sean is reaching out in recovery with advisor support, life coaching, developing fellowship foundations, and growing Alcoholics Anonymous groups.
Sean is a lover of life, and in his free time he enjoys the outdoor recreation, off roading, body surfing, and stargazing in the wilderness. He is devoted father and enjoys creating new experiences with his daughter Kadence.
