Butch Lewis – Executive Director

Butch Lewis worked on the original legislation that created CARR’s structure in Colorado as a board member and drafted many of the policies and standards under which recovery residences in Colorado are governed. He is regarded as a go-to source for finding creative out-of-the-box solutions for struggling organizations with unique problems. Butch has worked with universities such as Harvard, MIT and non-profits as diverse as the Boy Scouts of America. Mr. Lewis is now utilizing these experiences as the Executive Director of the Colorado Agency for Recovery Residences (CARR), where he speaks with local and state officials and administrators on recovery residence issues. A particular focus on the development is rural area expansion and statewide systems for supporting quality recovery residences. He is also an advocate and resource on fair housing issues.

Butch founded, scaled, and successfully exited University Life, a collegiate marketing company, while attending Purdue and Oxford University. He was both a GM National Merit Scholar and Oxford Scholar and was selected as a Hansard Scholar by the London School of Economics. He has received two national marketing and advertising awards from the American Association of Advertising and Marketing Professionals. His most proud accomplishment outside of family was serving as a Sergeant in The United States Marine Corps.

Kevin Fox – Inspection and Certification Director

Kevin is responsible for inspections, certifications and assisting grievance investigations for CARR. Although he spends a lot of time behind the wheel traveling the urban and rural areas of Colorado, he enjoys getting to know and learning how to better support the dedicated and passionate recovery residence owners & operators who are making real differences in the lives of people living in both amazing and challenging locations throughout the state.

Rourke Weaver – Deputy Director

Rourke found his love for recovery early in his journey and for the last 15 yeas he as worked in the treatment, Recovery and Recovery Support Services arena, engaging in the discussion around Substance Use Disorder (SUD). Crafting legislation and organizing stakeholders for better regulation, support and funding across the Continuum, Rourke believes strongly in the power of what we can do together. He has held positions as the Attorney General Appointed Co-Chair of the Recover Workgroup, Colorado Professional Liaison Association – Leadership Committee, Behavioral Health Planning & Advisory Committee (Recovery Workgroup Chair) and member of the Colorado Providers Association. He has been a guest speaker at the Colorado Legislature, Winter Symposium, SAMHSA Region 8 and Washington D.C. at the White House.

In the time Rourke has worked in the field, he has held positions throughout the continuum. Getting his start at The Phoenix, where he spent eight years supporting the growth of what is now one of the largest Recovery Community Organizations globally.  Realizing a Passion for advocacy but lacking knowledge in the continuum, he spent the next six years working leadership roles in treatment, founding a peer-based residential center, building outdoor programs, and running Sober living. In 2019, Rourke drafted a bill that would define ethical guidelines across the continuum and established CARR as the regulatory agency for Sober Living. Maintaining a small caseload with Recovery Coaching Rourke continues to have a deep passion for programming and working with those in, or seeking, Recovery. 
In his free time, Rourke is an avid practitioner of Brazilian Jiu-jitsu, has a deep love of the outdoors, and enjoys time with his wonderful family, partner, and the community that has made his recovery so vibrant.

Karis Shockley – Director of Implementation Strategies

Karis is responsible for creating, implementing, and teaching software programming to recovery residences and related businesses. Karis finished her undergraduate degree in speech-language pathology from CU Boulder. She went on to earn her master’s degree in education from CU Denver. Karis began her work in recovery in 2019 when Aurora Sober Living (ASL) opened its first two homes. She owned and operated ASL for four years. Karis is eager to bring her educational background, as well as her knowledge in the sober living community, to the CARR staff. She loves giving back to the recovery community, sharing her story at treatment centers, on podcasts and advocating for the newcomer. In her free time, you will find her with her 6-year-old son, Jackson.

Jaycie Lafrican Image

Jaycie Lafrican – Director of Administration

Jaycie is responsible for a majority of the background administrative duties behind the scenes of CARR. She graduated from CSULB with a bachelor’s in family life education and two minor degrees in child development and gerontology. She has a variety of experience in education positions, her favorite being her teaching position in Indonesia for over a year. Starting off at Aurora Sober Living as a client herself, she quickly found herself climbing up the responsibility ladder and a year later found herself in the position of Director of Operations. Entering the recovery community, she realized her passion for helping people was better set on a larger scale while also networking with like-minded individuals who shared the same mindset. In her free time, she enjoys spending time with her fiancé and two fur babies.

Taylor Wright – Director of Expansion and Development

Taylor Wright is originally from Kerrville, TX. He relocated to Colorado in 2016 and immediately became involved in the recovery community, replication of recovery residences, and aiding individuals in recovery who need access to resources and support.

Taylor began his career in recovery housing immediately upon moving to Colorado in 2016. Since that time, he has supported The Oxford House network of recovery residences in Colorado, serving in a professional capacity as the state coordinator for the outreach team and supporting all statewide efforts related to Oxford House. Additionally, he has assisted in the expansion of the organization and network to Arizona, Nevada, and Utah. Taylor has been heavily involved in anti-stigma campaigning related to drug abuse and was a founding spokesperson of The Lift the Label Campaign in Colorado. He has been invited as a guest speaker on numerous occasions by nationally recognized organizations to speak on recovery, stigma, and recovery housing.

Taylor is a devoted father to his daughter and enjoys spending most of his personal or free time with her. He is heavily involved in his church and faith. Taylor is very family-oriented and enjoys trips to Texas to see his relatives. He is also an avid outdoorsman who enjoys hiking, camping, snowboarding, swimming, hunting, fishing, and many other outdoor activities.
