The Colorado Agency for Recovery Residences (CARR) was formed in 2017 by a group of recovery residence providers. CARR was created to bring national best practices to Sober Living in Colorado and establish benchmarks by which consumers can identify superior residences.

On May 23, 2019, House Bill 19-1009 was signed into law. This Bill, in part, directed the Behavioral Health Administration (BHA) to select a certifying body for recovery residences (sober living facilities, recovery residences, or sober homes). This certifying body must incorporate standards in its certification process. All recovery residences will be required to be certified by the certifying body to operate within Colorado. On February 7, 2020, the Colorado Agency for Recovery Residences (CARR) signed and officially began serving as the BHA designated certifying body for recovery residences. The scope of work with the state requires CARR to implement a certifying program for recovery residences, following the standards and requirements set forth in House Bill 19-2009, Section 2 (C.R.S. 27-80-129). CARR is required to ensure that each recovery residence that it certifies in Colorado complies with The National Alliance for Recovery Residences (NARR) Standard, Section 21.500.2, and minimal standards outlined in the International Building Code (2018 at this time). Any premises, place, facility, or building they certify meets minimum standards that provide safe and healthy housing environments.

Our primary purpose and vision is to assist in supporting recovery housing organizations achieve best practices in their operation and with their services and processes. Colorado Agency for Recovery Residences ensures they provide to recovering people in a non-bias, ethical manner. In doing so, this provides increased safety and affordable quality homes. CARR supports those seeking housing as they engage in their recovery journey.

Our Mission is to provide those in active recovery, and the loved ones of those recovering from substance use disorder, information & access to quality sober living homes and Colorado Recovery Residences that are held by standards, support services, placements, education, research and advocacy.

  • We are dedicated to establishing recovery residences that adhere to rigorous standards, fostering an environment conducive to recovery through the provision of comprehensive support services, strategic placements, and educational initiatives. Our commitment extends to conducting research and engaging in advocacy to assist individuals grappling with various Substance Use Disorders in their journey towards overcoming and recovering from such challenges.
  • A primary objective is to enlighten the public about the pivotal role recovery residences play in promoting overall recovery, health, and personal fulfillment. Furthermore, we seek to disseminate strategies for the seamless integration of quality recovery residences into thriving communities.
  • Our organization actively conducts research on a diverse array of subjects related to residential recovery modalities and the individuals they serve. This encompasses outcomes studies, surveys of best practices, assessments of the needs of at-risk populations served by recovery residences, and considerations for the integration of residential recovery modalities into broader health care and support service systems.
  • To foster a collaborative environment, we provide a forum for the exchange of ideas among individuals interested in supporting, expanding, protecting, and enhancing the quality of recovery residences. Our focus includes advocating for increased opportunities for individuals to access high-quality recovery residences.
  • In alignment with our commitment to excellence, we assist recovery residence operators in adopting and upholding standards of best practice for the residences they support. We serve as a local resource for individuals, providers, legislatures, and municipalities/government officials, offering guidance on standards, protocols for ethical practice, training, and the latest information related to peer-based recovery support in residential environments.
  • Our organization actively promotes the efficacy of residential recovery environments in the treatment of addictive disorders through various means, including education, consultation, research, and other relevant initiatives.
  • In upholding national standards for recovery residences, we adhere to the guidelines established by the National Alliance of Recovery Residences, Inc. dba NARR, utilizing their adopted standards as a benchmark for enforcement.
  • Lastly, we position ourselves as a valuable resource for Federal, state, and local government entities, offering insights and support in their endeavors to comprehend and endorse residential recovery modalities.
